The Telematics program is offered by the School of Electrical Engineering, Mathematics, and Computer Science at the University of Twente in Enschede, the Netherlands. In the Telematics program, Victor majored in Architecture and Services of Network Applications and took a minor in Psychology offered by the School of Behavioral Sciences. In addition, Victor participated in an International Study Tour to India that investigated the business opportunities for outsourcing Information and Communication Technology (ICT) activities from the Netherlands to India.

In the Telematics program, Victor was trained to better understand, design, and implement Information and Communication Technology systems (ICTs). The experiences in the International Study Tour to India opened Victor’s eyes that not only technical factors but also cultural, social, political, and economic factors play a crucial role in ICT system development. As a result, Victor became interested in the broader impact and role of ICT systems in society and decided to enroll in the master’s program in Philosophy of Science, Technology and Society (PSTS).
